Does part 22 (axle block) go under or on top of part 25 (platform)?
Part #22 does goes under the top part of #25 in the rectangular housing. Remove the side square tube plug #13 to insert #22.

what size drill bit do I need to make the holes for the bolts?
You will need a 3/8" masonry drill bit and a 1/2" masonry drill bit. I would start smaller first and work your way up.
